Camille Costa, P.E.

Mr. Costa is is a Director of The Elm Consulting Group International llc whose responsibilities have included environmental compliance and auditing services to a broad range of industrial clients for more than 40 years. His professional experience includes 15 years in the oil and gas and piping industries and 25 plus years in consulting.  Industry experience include serving as Environmental Director at McDermott (former CB&I) overseeing national and international projects and  Deputy Engineering Manager for a pipe manufacturing company (Ameron Saudi Arabia Ltd) in Saudi Arabia. His consulting experience includes serving as a senior level environmental expert providing engineering and environmental compliance services to oil and gas, pharmaceutical, chemical, manufacturing, transportation companies and treatment, disposal, storage facilities. Mr. Costa managed and led more 300 national and international multi-media compliance audits. 

A summary of Mr. Costa’s experience is provided below.

  • Environmental Director for North Central and South America providing oversight of environmental activities at fixed sites and projects including day-to-day interaction with clients and regulatory agencies, development and implementation of required environmental plans, securing the necessary environmental permits from Federal and State agencies (USEPA, USCOE, FERC, etc.) and environmental sustainability reporting.
  • Provided FEED and EPC environmental support for multiple LNG projects in the US, Mozambique and Australia. Responsibilities included: Development, implementation and management Construction Environmental Management Plans and environmental management systems; environmental approvals planning and strategies, implementation of Environmental Impact Statements or Assessments, environmental compliance monitoring and auditing, securing project approvals and developing execution strategies. 
  • Planned, designed and implemented multiple oil spill response drills for a major oil terminal company in NJ, VA and DE. The drill scenarios were conducted in accordance with the Preparedness for Response Exercise Program (PREP) Guidelines. 
  • Audit Team Leader for more than 100 environmental audits in the US, Europe, Middle East and Asia. Assessed compliance with country and/or state regulations addressing air emissions, water, wastewater, waste management, oil pollution, community right to know and pollution prevention. Observation and opportunities for improvement were summarized in a spreadsheet and implementation was tracked regularly. 
  • Audit Team Leader for evaluation of environmental concerns that existed at thirty plus national and international distribution facilities for a major medical device manufacturing company. The evaluations were conducted pursuant to the requirement of Sarbanes-Oxley Act. The evaluation included an assessment of the environmental risks and impacts of current or potential liabilities and an evaluation of future actions that have been planned in the future to address these liabilities.
  • Prepared, certified and implemented multiple environmental compliance plans including: Spill Prevention Control and Countermeasures Control Plan(s), Storm Water Pollution Prevention Plan (s), Facility Response Plan(s), Integrated Contingency Plan(s), Waste Management Plan (s), and Environmental Management Plan(s).
  • Prepared the documentation needed to achieve ISO 14001 certification for several facilities and locations. This included aspects and impacts, objectives and targets, environmental indicators, and Environmental Management System (EMS) Manual.

Mr. Costa has a B.S. in Civil Engineering from the American University of Beirut (Lebanon) and is a Registered Professional Engineer in New Jersey and Pennsylvania. He was a former member of the Auditing Roundtable Board of Directors and the Mid-Atlantic Chairperson of the same. He is a provisional ISO 14001 auditor. Mr. Costa is also trilingual (fluent English, fluent Arabic, and moderate French).
